This session will focus on foundational knowledge for assessing vendor/contractor financial capability and using insurance to mitigate the risk to public entities. It will provide an overview of the Texas Comptroller of Public Accounts’ Statewide Procurement Division, which is the central authority for state agency procurement guidance, education, and statewide contract development services, and an overview of the basics of risk assessment. It will then explore using insurance to mitigate risk in government contracts, including foundational knowledge about assessing contractor financial capability. Attendees will be able to assess financial capability before and after contract award, understand types of insurance used in a contract, read a Certificate of Insurance (COI), and assess risk in a contract to determine coverage limits.

Justin Oderkirk is a Statewide Trainer in the Statewide Procurement Division (SPD) at the Texas Comptroller of Public Accounts (CPA). Justin is a veteran who served in the United States Coast Guard for 10 years and has instructed in various fields including medical, science, employment, and procurement. As one of three dedicated trainers within SPD, he provides the Basic Texas Purchaser, Certified Texas Contract Developer, and Certified Texas Contract Manager courses and develops procurement continuing education. Justin is a Certified Texas Contract Manager and Certified Texas Contract Developer.
