The state of Texas and all the related political subdivisions enjoy sovereign immunity. In 1969, the Texas Legislature created a “limited waiver” to tort immunity by passing the Texas Tort Claims Act (TTCA). This course will cover the elements required to create a “limited waiver,” with an emphasis on automobile and mobile equipment. In addition, the course will address the financial limits of exposure when this “waiver” is created.

Todd Holt began his 35-year risk management career in the Permian Basin oil patches of West Texas. He joined the Texas State Office of Risk Management in January 2015 and currently serves as Deputy Executive Director. During his 19+ year tenure at TASB, he developed expertise in the Texas Tort Claims Act, was involved in the placement of property stop loss insurance (including international Lloyds markets), lead the development of a Return-to-Work program and actively participated in the executive leadership of a large risk pool. Mr. Holt holds bachelor’s and master’s degrees from Texas Tech University and is a licensed multi-line adjuster (Type 08).
